It is impossible to get to speak to someone at the St. Albans, WV location. I work during the day and have tried only to be told all operators are busy, call again later

When I first signed up for Social Security I was working and only elected Part A. Now I find that I do need Part D
B. I am 72 years of age, can I get Part D now
