I was told that I am entitled to half of what my spouse makes, if it is more than I get upon my reaching full retirement age. Is this true?

I received my medicare part B;and it said if I want part b do nothing. I thought I had to come to SS and sign up for part b anyway. Is this true? I don't want to be penalized for not signing up.
